Educational Systems' Efficiency Evaluation on the Basis of Student Performance: Comparison Finland – Germany

Sažetak

In this work the results of the PISA research (Programme for
International Student Assessment) are discussed with the
focus on comparison of results in Finland and Germany. The
research showed that Finnish students were exceedingly
successful in all three domains of literacy – reading, mathematical and scientific. In contrast to this, the
performance of German students was in all three domains
significantly below the average of the participating OECD
countries. The results indicate that high quality of educational
performance is closely connected with equality of educational
opportunity. Since the Finnish educational system is built in
such a way that comprehensive schools of nine years'
duration provide high equality of educational opportunity, a
large percentage of Finnish students attain a high quality of
educational performance. Also, in Finland high equality of
educational opportunity has a significant effect on the
lowering of influence of the students' family socio-economic
background on their performance. Characteristic of the
German educational system is external differentiation of
children at an early age, that is after four (in two German
states six) years of schooling. External differentiation is
performed on the basis of attained school success.
Because of the insufficient presence of equality of
educational opportunity, schools in Germany are
not able to lower the influence of students' family
socio-economic background on their performance.
