Abstract

This paper presents field research on the effectiveness of penalties in comparison to warning motoring
offenders for exceeding the prescribed speed limits in road traffic. In real conditions, stationary police
officers measured the speed of vehicles in road traffic, stopped those exceeding the speed limits, and
then applied a different procedure for every subsequent offender. The first was punished, the second
was given a warning, and by alternating speeding penalties and warnings, a sample of 193 offenders
was collected. Immediately after the police procedures, an unmarked police intercept vehicle equipped
with a device for measuring speed in motion followed the offenders. It measured their driving speed
again, stopped and interviewed them. The results indicate the same number of drivers repeating and
not repeating the offence after being punished or given a warning, which implies that they were equally
affected both by the penalty and the warning. This paper presents the research framework, method, and
process of work, as well as numerical indicators of repeated offending following the initial recording
of a motoring offence.
