Educational Standards – a new Instrument of School Reform

Abstract -Standards in education are considered to be a new and promising instrument of educational reform. They define measurable competencies, which are expected as the outcome of the educational process. Such standards are checked by means of evaluation studies and large-scale investigations into the educational system. For this purpose, measuring models are developed which allow the recording of the students’ competencies, irrespective of the type of school, which they attend. It is assumed that the use of standards will transform educational institutions into »learning systems«. In the context of teacher education, standards are used not so much for checking the educational institution as for the evaluation of the individual teachers. However, as regards the high expectations of educational standards as instruments of school reform, certain criticalobjectives can be raised. These mainly concern the following points: the weak theoretical basis of the general concept of educational standards; the unknown side-effects of the implementation of standards in schools; problems regarding the definition of competence; insufficient knowledge of the reasons for educational effectiveness; the danger of Deprofessionalisation of teachers; and doubts concerning the success of a top-down- strategy of educational reform.
