Sažetak

This paper presents a qualitative analysis of the service process of issuing certificates for persons with disabilities at the Croatian Institute of Public Health and through the e-Citizens system. The paper also represents a strategic document that provides an overview of possible improvements and changes to the work environment. The proposal may also serve other institutions as a model for respecting the specific needs of persons arising from disabilities. The authors conducted a SWOT analysis of the Department for Health Protection of Vulnerable Groups and propose the implementation of specific information on its website, while adhering to the law that ensures the accessibility of websites to persons with disabilities. Also, guidelines for practical implementation are given, while performance evaluation would be monitored through indicators with a timeline for achieving tasks. The improvements would ensure that the service is equally accessible to all citizens.
