FEED QUALITY LABORATORIES IN EUROPAN INTEGRATIONS

Sažetak
Food and feed quality assurance and control systems in the world today are based on approach which monitors all steps in their production. The European Union has accepted “from farm to fork“ strategy in July 2004., and new ISO standard 22000 Food safety management systems - Requirements for any organization in the food chain was published in 2005. The central European institution for risk assessment and food and feed safety assurance is the European Food Safety Authority (EFSA). Fast flow of information has been enabled through the Rapid Alert System for Food and FEED (RASFF). The success of these institutions and successful food and feed quality assurance and control are impossible without accredited laboratories networks. The Croatian food agency (HAH) started the RASFF pilot project in January 2006. It involves, besides the HAH, the Ministry of Agriculture, Forestry and Water Management, the Ministry of Health, Veterinary and Border Inspections, the Croatian Veterinary Institute, The Croatian Department of Public Health. Unfortunately, involvement of laboratories for feed control is not adequate, which diminishes quality and speed of the information obtained by the system. In Croatia today there are 13 laboratories for feed control, authorized according to the Regulation for laboratories for animal feedstuffs analysis, published by the Ministry of Agriculture, Forestry and Water Management and based on old standard HRN EN 45001: general criteria for the operation of testing laboratories. Only two laboratories are accredited by the State Office for Metrology according to ISO/IEC 17025. In order to follow the world trends and to assure effective protection of Croatian consumers it is necessary to harmonize the existing Regulation with new standards, to start proficiency testing schemes in Croatia, to stimulate laboratories for animal feedstuffs analysis to get accreditation according to the ISO 17025 and to interconnect between themselves.
