Media literacy includes knowledge about the media, but also the reception and production of media messages. In the modern educational context, which implies constant exposure of children to media content, it is assumed that the content of educational programmes corresponds to the needs of pupils – recipients of media content. In the paper, we investigated what contents are foreseen in the Primary School Curriculum (MZOS, 2006) and the proposal of the National Curriculum for the Croatian Language (CKR, 2017) and examined the opinions of principals, as the organiser of the teaching process, about which teachers oversee media literacy in primary school. Furthermore, in the paper, we problematize the initial education of teachers for teaching media culture, place into relation the terms media culture and media literacy, and problematize the identification of the use of media tools with media literacy. The research was carried out with the help of a questionnaire, with which we examined media education and education providers and the individuals most often responsible for media literacy of children in primary school. The results of the research show that 42.19% of principals (N = 192) are dissatisfied with the media culture programme in elementary school, 87.31% (N = 197) of the principals believe that children should be brought up with the media by teachers and educators along with parents; in school, responsible for media literacy are most often Croatian language teachers (55.1%; N = 187).
