Abstract

The new Statute issued in 1609 evoked clashes and disputes among the citizenry of Mountain Gradec at Zagreb. The Statute having disrupted the former democratic order in the town by introducing an oligarchy consisting of a certain number of senators whose office was a life-time one, historians used to accept the conception of a struggle between the democratic and the oligarchic parties. Repeated analysis of original sources leads us to realize, however, that the clash was not one between democracy and oligarchy but between the senators themselves, caused partly by the conflict between tavernik Toma Erdödy and ban Nikola Frankopan. Grgur Tepečić, considered up to the present as having been the protagonist of the democrat fraction and leader of the citizenry, was a member of the oligarch party, attaining by rule of the new election law first the office of a senator and later even that of a judge Quarreling with some members of the Senate he commited acts of violence which resulted in his expulsion from the town. During his exile he gained the protection of ban Nikola Frankopan, thus making the conflict between member of the Senate change its fundamental character. Ban Frankopan, at the time already hostile towards tavernik Toma Erdödy to whom the jurisdiction in the free i. e. chartered royal townships appertained, broke the laws and rights of the town, re-installed Tepečić, imprisoned the judge etc. It was only after the ban had been forced to renounce to his position that after three years of bitter strife the fate of Tepečić was decided. Forsaken by his protector, he is first sentenced to confiscation and later, after having failed in his attempt to rouse a rebellion to death.
The death of Juraj Mihlović, Tepečić's greatest adversary as well as the end of Tepečić himself brought to an end the senatorial conflict.
