Sažetak

The COVID-19 pandemic affected the economies of all countries worldwide, but with significant differences between them. The reason lies in the structure of national economies and the use of science, particularly strategic risk management and control. Transition countries, including EU members like Croatia, lack a macronational system, higher levels of expertise, and strategic risk management and control. Consequently, Croatia acknowledged that the pandemic represented an unforeseen shock to its economy, threatening the entire national economy in 2020. Tourism, as the foundation of Croatia's national economy, especially in its coastal regions, was severely impacted in 2020, with notable differences between the northern and southern Adriatic. While some industries managed to withstand poor business results in 2020, others demonstrated a high degree of vulnerability to significant strategic risks. Nautical tourism, particularly through nautical tourism ports such as marinas, charter services, and cruising, experienced significant business losses, with marked disparities between the northern and southern Adriatic counties. This raises questions about the resilience of cities and counties based on their size, emphasizing the importance of analyzing the resilience of Split and Split Dalmatia County as the largest county and city in Croatia's coastal region.
