Sažetak

Marine litter, particularly plastic waste, is the result of numerous human activities and represents a serious global environmental problem. Due to inadequate land-based waste management, large amounts of waste end up in the sea and sink to the seabed, where they can accumulate for years, especially in coastal areas. A particular challenge is posed by waste generated through fishing and port activities, including lost, abandoned, or discarded fishing gear, styrofoam, used motor oil, and batteries. Marine litter caught in fishing nets can be collected and properly disposed of through initiatives such as “Fishing for Litter” or “Koćarski Ribolov i Morski otpAd - (KRMA),” whereby fishers actively contribute to reducing the amount of waste in the sea and protecting the marine environment. Key elements in this process include the education of fishers, the availability of port reception facilities, and the enforcement and oversight of legal regulations. The aim of this paper is to present the legal framework for marine litter management according to the jurisdiction of state authorities and to encourage effective implementation of regulations through cooperation among all stakeholders. The paper employs a combined methodological approach that includes a comparative analysis of legal regulations, a review of scientific studies, and practical insights gained through collaboration with fishers, aquaculture operators, and representatives of the seafood processing sector. Effective reduction of marine litter can only be achieved through the implementation and enhancement of existing regulations, continuous education of fishers and the wider public, inter-agency cooperation, and organized environmental initiatives that ensure the proper collection and disposal of passively caught waste.
