Migration and the Urban Transformation of Zagreb: Integration, Digitalization and Sustainability through the Concepts of the Smart City, the Future City and the Arrival City

Sažetak

This paper analyzes the urban transformational experience of the City of Zagreb by applying
three contemporary urban development concepts: smart city, future city, and arrival city. The
aim of the paper is to provide an overview of the contemporary literature dealing with these
concepts, with a special focus on their connection to migration processes in Croatia and the
City of Zagreb, local integration capacities, and the transformation of urban communities.
Through a comparative analysis of the city's strategic and planning documents, such as the
City of Zagreb Development Strategy 2021–2027, Zagreb Smart City Action Plan, Action Plan
for Sustainability and Energy Efficiency, as well as relevant European reports like Horizon 2020
and Open Data Maturity Report, the paper aims to assess the extent of impact that digital and
sustainable policies have on the urban transformation process in Zagreb. The analysis of the
city’s strategic and operational documents reveals that Zagreb is making ambitious, yet still
fragmented, steps toward digital and sustainable urban transition. At the same time, the paper
confirms the city's historical and current role as a key Croatian arrival city, given its increasing
role in the reception and integration of immigrants. The paper shows how digital technologies,
local integration policies, and migrant entrepreneurship are driving the city’s contemporary
urban development. However, limitations in implementation, institutional capacities, and the
inclusion of marginalized groups in participatory processes are also evident.
