DEVELOPMENT OF NAUTICAL TOURISM IN CROATIA: CHALLENGES, PERSPECTIVES, AND BUSINESS CONDITIONS IN NAUTICAL PORTS

Sažetak
The development of special forms of tourism, including nautical tourism, constitutes a strategic priority within Croatia's tourism sector. Nautical tourism represents one of the best market-positioned tourist products in Croatia, but its further development is limited by numerous structural and regulatory challenges. This paper analyses the level of development of nautical tourism and the business conditions of nautical tourism port, particularly marinas as key infrastructure facilities of the nautical supply and identifies the main obstacles to investment, the construction of new facilities, and the modernization of existing ones. Croatia, despite its advantages as a Mediterranean nautical destination, faces challenges to sectoral competitiveness due to an unstable investment climate, an underdeveloped legislative framework, unresolved issues regarding maritime property concessions, bureaucratic obstacles, unfair competition, and insufficient cooperation among stakeholders and with the local community. Unresolved property and land registry issues further slow development. The findings highlight the need for legislative reforms and targeted measures to stimulate investment, increase capacity, and enhance the quality and attractiveness of the nautical tourism product, for both users and investors.
