Assessment of climate risks with proposed adaptation measures for coastal tourism to climate change – A case study of the Zadar County

Sažetak

Managing climate risks is a prerequisite for building climate resilience in communities and economic activities within a region. In order to manage the entire continuum of risks – from short-term extreme weather events to long-term gradual changes – it is essential to identify vulnerable and exposed elements or thematic areas, and to assess their sensitivity, exposure, and resilience in relation to both current and future climate conditions. The ultimate outcome of such analyses is a climate risk assessment that aims at combining proven and innovative adaptation measures, considering ways to prevent, minimize, and address loss and damage. The application of climate risk assessments can be crucial for various economic sectors, including tourism. Based on five indicators developed for seven coastal counties of Croatia, a comparison was made, and the Zadar County was selected as the focus area. The climate risk assessment itself was based on a participatory approach and official hydro-meteorological data, as well as the results of climate scenarios. Three thematic areas were considered: tourism infrastructure, tourism offer, and protected natural areas under national protection. The results showed that, under the current climate, protected natural areas in the Zadar County are exposed to moderate risk level. Under future climate scenarios, the risk level increases in relation not only to protected areas, but also to tourism infrastructure and tourism offer. The purpose of this study is to provide a set of adaptation measures for the identified thematic areas in the Zadar County based on climate risk assessment, and to highlight the need for evidence-based climate adaptation management, using the globally recognized concept of the Intergovernmental Panel on Climate Change (IPCC).
