Sažetak
The protection and preservation of the environment have become a matter of significant concern for both the professional community and the general public, and discussion of environmental protection mechanisms is particularly prominent in spatial planning and construction. This concern is also reflected at the normative level, as the implementation of environmental protection mechanisms in the Republic of Croatia should be subject to monitoring at the national, regional, and local levels, primarily through reports prepared by competent authorities. Spatial planning and construction must be carried out in accordance with the principles of sustainable development and environmental protection, with all spatial interventions being in accordance with spatial plans as binding legal acts. In the process of adopting spatial plans, it is important to consider all requirements arising from European Union law, international legal instruments, and domestic legislation. The purpose of this paper is to examine whether local and regional self-government units comply with the obligations imposed by spatial planning and construction law, as well as by those pertaining to environmental preservation and protection. Public participation in the mentioned procedures strengthens the transparency and legitimacy of the decisions made by the competent authorities in these complex processes. The integration of spatial planning, construction, and environmental protection contributes to the sustainable development of a country.
