ONE HUNDRED YEARS OF EUROPEAN PUBLIC POLICY DECISIONS ON PUBLIC SERVICE MEDIA – PERSPECTIVES AND CHALLENGES

Abstract
A whole century has passed since the political decision in the United Kingdom that the radio frequency spectrum and public broadcasting must be a legally defined public benefit, managed in a way that ensures its freedom from any political or commercial interests. Even today, a hundred years later, in the context of the information crisis, there is consensus in most European Union countries on the role and importance of advocating for public service media(PSM). In this article, the author provides a structured overview of the development and transformation of this public policy decision on a public service that uses state-managed technology as a platform for informing citizens, for learning and disseminating knowledge, but also for filling free time with entertainment. In the contemporary context of a media environment that is oversaturated with information, but also with disinformation and trivial content, the author re-examines the role of PSM, its definition and principles of operation, and raises the question of its necessity both in strengthening citizens’ resistance and in preserving the fundamental principles of democracy.
