Abstract
the legal acts that constitute the Pact itself. It briefly analyses each act individually, highlighting the
key aspects of these documents that will bring certain changes in the approach to third-country
nationals entering the EU irregularly, whether they are applicants for international protection or not.
The paper seeks to outline the organisational, administrative, and operational changes in migration
management and asylum policy implementation at the EU level, which member states must
prepare for before the Pact comes into effect. Therefore, the paper focuses exclusively on the legal
framework for implementing these measures, as there are currently no practical procedures for the
Pact’s enforcement on the ground. This paper serves solely as an overview of the legal framework
within which member states will have to operate when determining their practical measures for
migration and asylum management, in alignment with the Union’s policies.
