Sažetak

This study aims to comparatively examine the information security awareness levels of public and private sector employees in Türkiye in the face of growing cyber risks. Conducted using quantitative methods, the research collected data from 430 participants through a valid and reliable scale, and analyzed the results using statistical techniques such as factor analysis, t-tests, ANOVA, and
chi-square tests. The findings, consistent with the existing literature, indicate that information security awareness can be conceptualized across four fundamental dimensions: confidentiality, integrity, privacy, and availability. One of the key results of the study is that public sector employees exhibit significantly higher levels of awareness in the dimensions of confidentiality, integrity, and privacy compared to their counterparts in the private sector. In contrast, demographic variables such as gender, education level, and tenure were not found to have a significant impact on awareness. The research highlights that information security awareness is shaped by sector-specific dynamics and underscores the importance of organizational culture. Consequently, it is recommended that comprehensive, continuous, and multidimensional security awareness programs be developed for all employees. Future studies are advised to employ qualitative methods to explore the underlying reasons for these differences in greater depth.
