Sažetak

This paper analyses the application of strategic planning in selected municipally owned corporations (municipal companies) in the Republic of Croatia, with particular emphasis on the use of the SMART method as an analytical framework for defining and operationalizing strategic objectives. The results of the empirical research indicate a relatively high level of formally established core strategic elements, including mission, vision, and objectives; however, the findings also reveal limited effectiveness in their implementation. In this regard, notable shortcomings relate to the insufficient measurability of established objectives and the underdevelopment of monitoring and reporting systems, suggesting that strategic planning within the observed sample is predominantly declarative in nature. Special attention is devoted to the relationships between the management structures of municipal companies and public authorities, which are predominantly characterized by a partnership consultative model of cooperation, enabling the alignment of organizational development directions with local public policy priorities.
