Abstract

The Republic of Croatia has formally committed to the European Union’s 2050 climate neutrality targets, necessitating a 55% reduction in greenhouse gas (GHG) emissions compared to 1990 levels. This transition represents a fundamental shift that will determine both the direction and pace of Croatian economic development in the coming decades. EU development frameworks prioritise a strategic shift towards the green transition, focusing on scaling up renewable energy production and increasing efficiency across the energy, industrial, and residential sectors. These policies are designed not only to enhance competitiveness within the clean energy sector but also to secure national energy autonomy. Therefore, identifying a robust national strategy for renewables and energy autonomy must remain a primary policy focus. However, while the 2050 targets are clearly defined at the EU level, the specific pathways and intensity of implementation at the national level remain subjects of ongoing debate. A critical bottleneck is the significant financing gap required to reach these ambitious milestones. This paper evaluates Croatia’s current position in achieving these goals and provides a critical analysis of the underlying regulatory and financial frameworks governing the green transition.
