ON THE FORMULATION OF THE EUROPEAN UNION AGENCY FOR FUNDAMENTAL RIGHTS

Sažetak
It was due to the Regulation of June 30th, 2005 that the European Commission suggested the establishment of the European Union Agencv for Fundamental Rights, therebv beginning to end the process which began in 1998. With the establishment of the Agencv for Fundamental Rights, the European Union once again shows its preference for the promotion and protection of human rights as one of the basic values on which the Union rests and which represents the basis of its legitimacy. The European Union Agency for Fundamental Rights 'will succeed' the European Monitoring Centre on Racism and Xenophobia, and should begin funetioning on January 1st, 2007. The author discusses the root and the development of the idea of establishing the Agency for Fundamental Rights and shows the viewpoints of the institutions and relevant bodies of the European Union on this subject. In this paper, the content of the Regulation on the establishment of the European Union Agency for Fundamental Rights is also brieflv discussed.
