A View on the problem of Differentiating 'Old' and 'New' Minorities

Sažetak
This paper deals with the interesting and both practically and scientifically contentious problem of differentiating between 'old' and 'new' minorities. Firstly, the author reminds us that there is still no uniformly accepted definition of minorities, which leaves room for various interpretations. Since there is no unified stance on what is a minority, there can, not surprisingly, be no answer to the question of who constitutes an 'old' or a 'new' minority.
Although emphasizing the possible or various systematizations and divisions, the author refers to three especially interesting situations, the first two of which are tied to territorial changes.
This very sensitive problem is dealt with and given particular consideration. After elaborating the actual concept and illustrating it with the approach of certain governments, the author's own critical comments and explanations as to why this approach is not acceptable are given.
