Sažetak

The need for impartial and expert leadership caused medieval city communes to entrust administrative control to competent governors who were foreigners. However, they were limited in their function by a range of limitations of power, which is a reflection of the communal spirit's inherent suspicion of all that is unitary and exterior. The author deals with the Split Statute regulations in the year 1312, which portray a rather well-rounded picture of an institution of governor with all the ensuing limitations.
