Systematic Insights into E-Government: Addressing Barriers, Leveraging Trends, and Bridging Gaps in Developing Countries

Abstract
E-government projects utilise information and communication technology (ICT) to improve public administration, service delivery, and citizen participation. However, developing countries face significant implementation barriers that limit the effectiveness of these initiatives. Transparency, accountability, and citizens participation are the most important results of e-government, contributing to greater public trust and empowerment. Despite the growing body of literature, important gaps remain in understanding the key strategies required for successful e-government implementation in developing countries, particularly in relation to sociocultural challenges and technological limitations. This study examines implementation strategies adopted across developing countries, identifies major challenges, and suggests ways to improve public service delivery. A systematic search of the Scopus database was conducted to identify peer-reviewed original research articles published between 2013 and 2023. A total of 24 studies were included in the analysis to identify and synthesise the dominant themes in the e-government implementation literature. The findings indicate that effective e-government programmes require robust ICT infrastructure, the promotion of digital literacy, active citizen engagement, and appropriate management of privacy concerns. Key barriers include inadequate IT infrastructure, cultural inertia, and weak governance structures. The study highlights the importance of a multidimensional approach to e-government in terms of technology, organisation, and public participation. By addressing these challenges, developing countries can better realise the potential of e-government initiatives to transform public service delivery, enable wider citizen participation, and promote inclusive governance.
