Contractual procedures in public and private partnership in the domain of water

Abstract
What is the domain of water? In France, as in the majority of European countries, the domain of water has had two essential characteristics for quite some time. It is considered to be a public service with industrial and commercial characteristics, and with collectivistic territorial responsibility. Due to this, there is an obligation to regulate contractual procedure in public and private partnership in the domain of water.
