Abstract

Within the project History of Social Work in Eastern Europe from 1900-1960. The history of social work in Croatia has been studied with special reference to the care of children and young people. The documentation and literature of the State Archives, the Municipal Archive of the City of Zagreb, the archives of the institutions for the children and young people, the National and University Library of the City of Zagreb and the interviews with living persons who have participated in the work with that population have been used as the data sources for the children and young people in high-risk circumstances in Croatia in the period from 1900-1960. The paper provides an outline of main problems in society connected with the area of care for the children and young people with risky behaviour, as well as the legal regulations for juvenile criminal offenders.
