Abstract

Based on the normative regulation and the practice in elementary and
secondary schools that a grade must be recorded, and that the student has the right to appeal about a grade, the question arose of to what extent these principles are applied in the taking of licensing examinations. By analysing and comparing the regulations governing these examinations, it has been determined that the candidates
are graded differently, and mostly without the right to appeal about the grade. The different regulations of taking the examination show that there is a need to produce a standardised act to regulate the common bases for taking licensing examinations and for assessment, with the right to appeal about the awarded grade.
