Abstract

In this paper, the author follows the development and problems of the inception of European administrative space. He does so by in particular investigating the causes and foundations, that is, the European principles of public administration and the reforms that those principles demand from the candidate-state for European integration. By analysing the common administrative-legal contribution from democratic countries, the author points out the place and importance of principles: professionalism, impartiality, loyalty, material non-interest, discretion and restraint; independence, responsibility, constancy, accessibility, promptness, openness and transparency, efficiency and effectiveness; simplicity and clarity.
