Abstract

Article discusses interstate relationships within the European
Union and their impact to the European Foreign Policy. Author
suggests that Member States of the European Union in making a
choice between individual or collective action behave as rational
benefit maximisers in a way analogous to one described by J. M.
Buchanan and G. Tullock. Author also discusses the issue of
externalisation as described by Schmitter, Haas and Rowe and its
role in the process of the widening of the European Union.
Consequences of those processes for the Republic of Croatia are
also discussed.
