FAMILY SUPERVISORS’ PERCEPTION OF DIFFICULTIES IN IMPLEMENTATION PROFESSIONAL SUPPORT MEASURES TO PARENTS UNDER JURISDICTION OF SOCIAL WELFARE CENTRE

Abstract

Professional support measures to parents under jurisdiction of social welfare centre have long tradition in Croatia. Regardless the control component of these measures and the changes in family legislation, they are consistently designed as preventive measures based on expert assistance to parents in a family environment. Although research in this area are few, previous studies have pointed to the need for higher effectiveness in their impregnation and better, systematic training and other forms of professional support to the professional conducted these measures as a family supervisors. Identify areas of difficulties in their work is of significant importance for planning education and supervision which should provide the necessary quality of implementation of these measures that are covering a wide range of family situations, different constraints and needs of the parents, and different risks to children regarding their age. The purpose of this paper is to explore the most common difficulties in implementation of that parental support measure. The study was conducted with a sample of 121 family supervisors from the Centre for Social Welfare (CSW) Zagreb. Family supervisors as the most difficult perceived work with unmotivated and uncooperative parents and work with families in which there are multiple problems e.g. alcoholism, violence, poverty. That is followed by the difficulties in cooperation with CSW experts and work with particularly vulnerable groups of parents e.g. promiscuous or HIV positive. More pronounced difficulties in one area of work with families is connected with more pronounced in other fields and the need for professional support from CSW experts is higher, but satisfaction with collaboration with CSW is lower. Family supervisors express the need for training in work with unmotivated parents, with parents with mental health problems, addiction, alcoholism, and violence against children, work with parents who are in conflict with the law and in violent intimate relation, and with the Roma families.
