Abstract

The paper analyses the implementation of theoretical theses on organisational learning to public administration organisations including specific features of learning processes in these organisations.
The author shows a number of main directions in organisational learning research. Due to numerous different approaches and their classifications, certain concepts comprising key propositions of organisational learning that differ according to certain fundamental elements have been selected.
Since the need for organisational learning and demands for learning organisations in public sector, in particular in public administration, has increased due to adminsitrative reforms founded on a doctrine of new public menagement, a special part of the paper elaborates on essential reform features.
In spite of efforts to transfer techniques and methods of private sector into administrative organisations of many countries, it is the organisations that still differ from private sector organisations in many ways. Therefore, it is important to take these particularities into account when researching on organisational learning phenomenon and especially in attempting to create the so called learning organisations in public administration.
