PUBLIC POLICIES CREATION IN DIVERSE NATIONAL CONTEXTS

Abstract
Policy style model has been developed to easily describe the differences in creation and implementation of public policies in various countries and to systematize differences between the countries. Policy style does not describe the kind of adopted policies, but the way they have been adopted, thus the policy style concept is used to analyse the role of national institutions in the policy process, where there are significant differences in policy styles among various countries. Policy style is classified by way of two dimensions: the government typical problem-solving methodology and the pattern of its relationship to social groups, so the government’s approach to problem solving can be described as an anticipatory or reactive, and the relationship between the government and other policy actors as the consensus relationship or imposition relationship. Policy style model was used to analyse creation and implementation of public policy in Germany, the Netherlands and Croatia, thus determining the causes of their differences among countries.
