Abstract

The process of educating minorities should be structured as a subsystem of the educational system of any country with a significant number of ethnic minorities. Although the Republic of Serbia is very rich in diverse ethnic minority groups, such subsystem has not been developed yet. Consequently, the right of the ethnic minorities to education, as well as the process of education itself, are regulated and carried out through numerous additions special occasion to syllabuses and educational programmes established within the framework of the main educational system. That practice has resulted in a series of problems and, therefore, signals the necessity to approach the issue systematically and, despite the obvious differences (primarily in the number and structure) between the ethnic minorities themselves and their educational traditions, justifies a possible introduction of a unique flexible subsystem which would provide each ethnic minority with the possibility to regulate the intensity and extent of the education received. The suggested guidelines for the creation of such subsystem are based on a detailed analysis of the current situation which includes the exact statistical data on the level of education of the inhabitants of the Republic of Serbia and focuses on all ethno-demographic, legal, normative, scientific, and professional requirements of such a subsystem.
