Abstract

The article deals with the issue of transformation of the communication process and the process of decision–making in the field of environmental protection as one of important guidelines for solving environmental problems. Environmental improvement of the thermo–electric power plant Šoštanj illustrates that initiatives for the transformation of the process of decision–making have been motivated by the nature of the project way of management, and that the motifs of Aarhus Convention, that open the door of the communication process, have been grounded on the transformation of the relation of political power and building of democratic communication forms and forms of decision–making that is at this moment hindered by the parliamentary system of government of industrial and developed states.
