Strategic, curriculum and legal documents as the basis of social competence development in Croatian schools

Abstract

The curricula of European countries are based on competences and study results. Significant documents in the Republic of Croatia are analyzed and elaborated in this work, strategic (Education, Science and Technology Strategy), curriculum (National Curriculum Framework for pre-school upbringing and education and the general obligatory and secondary school education) and legal, (Croatian Qualification Framework Act) that determine and engage the development of social competences in school. The analysis of strategic, curriculum and legal documents indicate openness, a lower degree of standardization respectively, of upbringing and education institutes and teachers enabling a higher level of autonomy in curriculum implementation, while offering pupils the possibility of choice and better harmonization with their interests, experiences and development needs. Croatian documents emphasize the necessity of social competences’ development and give numerous possibilities of performance directed towards the pupil through methodical adaptation, special individualized and differentiated curricula, fields and themes and study results.
