CULTURAL POLICY AND THE IMPACT OF THE LEGAL FRAMEWORK ON THEATRE FINANCING

Abstract
The paper analyzes the appropriateness of existing legal framework in theatre domain dealing with the most important elements of theatre organisation and financing in Croatia. It aims at identifying possible shortcomings in business practices and giving recommendations for improvement of theatre and other cultural institutions managing and financing conditions in the Republic of Croatia. The results of the research into the existing legal framework influence on management, financing and achieving the higher level of sustainability of theatre business in the Republic of Croatia have also been presented. Furthermore, the paper identifies necessary shifts in the expansion of cultural and theatre assemblies’ competencies in the field of financial management regarding their role as the main bodies responsible for putting forward financing recommendations for the proposed projects. The risks of potential irregularities in the work of these bodies have also been identified. Finally, the paper gives an analysis of business results of the Croatian national theatres showing negative results for more than half of these institutions, which clearly indicates that management of cultural institutions should be more efficient and professional.
