METHODS FOR COMPOSING A LIST OF PLANT QUARANTINE DISEASES AND PESTS

Abstract

In building the Model of Plant Quarantine System in Yugoslavia, it was necessary to choose a method for composing a List of plant quarantine diseases and pests. There are 3 types of lists: all-inclusive, transitional and restrictive. The scheme (1) representing the modified scheme by Smith et al. (1933) has been made. The scheme 1 is a table consisting a group of crops and organisms in systematic groups. According to this scheme a group of researchers have made the analytical studies of quarantine organisms. Two more possible schemes (2, 3) for the contents of analytical studies have been proposed. Quarantine organisms are classified: from the legal aspect, from the international cooperation aspect, potential quarantine organisms. All 3 groups we have put under a new term: Quarantine type diseases and pests. Three methods of composing are described: 1. Compiling method dealing with choosing the units of valid lists of other countries, proposed lists of regional organisations and reference literature.2. Analytical assesstmena method of available ecological, faunistic, biogeographical, biometeorological, economic and other informations. This method is found to be satisfactory until the transition to the thrid method is possible.3.Directed research method consist of the registration of interceptions and of a detailed experimental ecological research. There are 4 steps in the procedure of composing a list: to select for analytical studies which basic crop production should be protected; choosing the type of list; ahe potential quarantine organisms analysis; coordination with regional organizations and other countries. Genetic homogeneous plant hosts growing on large areas caused the raise in danger of emerging the possible genetic variations of harmful organisms and the development of their more virulent populations. The introduction of „Populations Quarantine“ instead of „Species Quarantine“ is the use of the intuitive strategy which cannot solve the problem because the Plant Quarantine is a dynamic complex system having its counterintuitive characteristic. Watt (1970) pointed out counterintuitive characteristic of Plant Protection in general. The necessity of information system and Plant Quarantine Research and Data Centres was pointed out as well.
