RATIONALIZATION OF VEGETABLE CULTIVARS INTRODUCTION IN CROATIA

Abstract
When The Republic of Croatia became independent and the Regulation was brought on the acceptance of Laws from former Yugoslavia (NN.53/91.) there was a certain stagnation in the introduction of new foreign vegetable cultivars in Croatia Since there is hardly any serious breeding programme on vegetables in Croatia this certainly had negative effects on the development of vegetable production in general. The system of introduction applied so far requiring two- year exact trials and statistical analyses of the results obtained prevented introduction of new foreign vegetable cultivars and the sale of their seed as a rule three or more years from the time they were submitted for acceptance, thus from 1991 to 1995 only 8 new cultivars were tested of which only two were included in the list of cultivars. Since the new vegetable cultivars on the lists of agriculturally developed countries have unfailingly passes the tests of Distinctness, Uniformity and Stability and their positive good agronomic properties have been confirmed, a proposed change in the law on recognition of newly created cultivars, approval of their introduction into production, foreign cultivars and the protection of domestic cultivars of agricultural and woodland plants was accepted by the Government of the Republic of Croatia by their Act of Feb. 16, 1995 published in the NN 12/95. The intention of the change in the Law was maximal rationalization of the introduction at the same time protecting seed buyers to grow only the cultivars tested for adaptability to our agroecological conditions. According to the accepted methodology the whole process of introduction is reduced to one vegetation season when the new cultivar is identified in the production and its suitability for growth in our agroecological conditions is established. The proposed rationalization of the introduction of foreign cultivars has been very well accepted by foreign breeding and seed companies, so in 1995 immediately after the new Act had been brought 73 vegetable cultivars were submitted for introduction. Out of this number 69 cultivars, whose seed and application were received by the time for sowing, were identified. The Subcommission for vegetables analysed the collected data and compared the observations in our production conditions with the producers data of 69 cultivars, of which 59 were approved to be included in the List of cultivars of the Republic of Croatia. A new, more rational system of introducing foreign vegetable cultivars has proved very efficient in improvement of all Croatian vegetable production.
