Abstract

Public-Private Partnership as a model of financing the development projects claims for the active role of the state, especially regarding the legal frame and conditions. After the increasing importance of the partnership in the last twenty years and the individual encouragement, the EU plans the legal initiative on the level of the whole integration.
For the countries in transition and Croatia as the specific case, partnership can be one of the key generators of development acceleration. Within the assumptions for partnership, the legal frame is the necessary prerequisite of the partnership.
