SOME THESES FOR DISCUSSING THE REFORM OF LOCAL SELF-GOVERNMENT SYSTEM IN THE REPUBLIC OF CROATIA

Abstract

The wider context o f the reform of local self-government in Croatia make the growing globalization and by it caused need of constructing “human”micro-institutions, managerial approach to the reform of public administration in numerous countries, specific Croatian tradition of local self-government and an endeavor of unification of local self-government within the framework of Council of Europe, The author is of the opinion that the reform has to be profound in Order to develop a capacity for
resolution of public problems and improvement o f democratic institutions. He proposes the solutions, which relate to the questions of a territorial division (kinds and scope o f local units, their tiers and connecting), definition of a scope of local activities, local finances, organisation of local organs and the central - local relations). In conclusion he warns that the reform attempts must take care about the prevailing inertia o f the existing System of local self-government as well as to strengthen local units. He holds that the reform o f local self-government is not possible with-out a partial reform of the present system of state administration and caveats on the technical complexity of all these reform endeavors and the need for an exceptionally firm political support.
