Abstract

The division of the national territory of the Republic of Croatia into the administrative - territorial units and its functional connecting into a whole has not been in the authors opinion done in an optimal way. Regionalization of the Republic of Croatia has been carried trough without the proper scientific, respective expert's support. By the political decisions unnatural regions have been created,probably also in order to direct the conflicts and keep them on the lower level, so that the top political leadership might arbitrate in those conflicts. Indeed, by that a rigid centralization of the administrative -political system has been carried trough, by which, due among other reasons to the limited resources, the units of local self-government and administration have been left only a restricted capability of an autonomous self-governing activity. The experience of functioning o f the local self-government and administration during the past seven years imposes an obligation of the required changes of the system, since the existent one has already demonstrated to be extremely ineffective, non - transparent and, which is probably the most important, expensive, respective irrational.
