Conceptual Framework of Welfare Mix and Comparative Analysis of Opportunities for its Development in Croatia

Abstract

In this paper the author comparatively analyses the
development of welfare mix in Croatia, Poland and
Hungary. After the collapse of communism the systems
of social policies are in incremental changes. Beside the
overall domination of state and state agencies in
delivering social services, non-profit organisations and
private commercial organisations are emerging and
developing. Conceptual and methodological problems
of the development of welfare mix, as well as the results of
recent research are presented. The political context
of debates on social issues is very important for social policy
development. We are making conclusions on the
development of programmes of welfare mix based on the
analysis of systems of social security: system of social care,
pension insurance, unemployment insurance, health
insurance, family benefits, and child’s allowance.
Furthermore, we analyse employment policy, personal social
services, health care, housing policy and educational policy.
In these countries we are faced with the reduction of social
rights of citizens and with the development of the liberal
welfare regime. In conclusion the author analyses the
advantages and the shortcomings of Croatia in relation to
Hungary and Poland in the development of welfare mix.
There is also an analysis of the opportunities and limitations
for welfare mix development in Croatia.
