That relation, judged by Marcuse, is decisive for understanding the position of culture in modern civil society. Marcuse showed, including the dialectic relation between Culture and Civilisation, how certain demands which are imanent for Culture are being neutralized by “civilisation mechanisms” and how they become exalted, but not obligatory.
