HUMAN RESOURCES MANAGEMENT IN THE SCHOOL SYSTEM

Abstract

Human resources are undoubtedly a key determinant of success in business under market conditions. However, it is also recognised that more intensive care needs to be given to human resources in the school system in these times of change, when increasing focus is being placed on the importance of human resources in achieving educational goals. During the (brief) implementation of the subproject “Human Resources for Change in the Croatian School System”, within the project entitled “Model of Compulsory Education - A Feasibility Study”, some quantitative indicators were collected. In this paper, we briefly analyse the human resources of the Croatian school system, the aims and functions of the management of human resources, the expectations set before head teachers in this area, and the situation
in the labour market. The conclusion is drawn that in Croatia, at the level of the education system, there is no comprehensive care for human resources in the school system, and that educational establishments do not receive adequate support. Administrative
support has been developed to the detriment of support in the form
of research and development (85:15). Administrative and repressive elements prevail and diminish professional and preventive ones. With the autonomy of schools grows the responsibility of head teachers for the quality of human resources, so it is necessary to initiate their training in this fi eld. Further research should determine the qualitative aspect of the phenomenon of human resources for change in the Croatian education system.
