Abstract

On 1 July 2021, the Government of the Republic of Croatia accepted a new Decree on Office Operations, which is a key regulation for the operations of public administration throughout the country. The most significant changes are official electronic correspondence and record keeping in electronic form, while papers become history. What is a complete novelty is the introduction of the terms «unique identifier» and «unique letter mark”. There has also been a change in the definition of stamps and signatures whose content, form, and use are regulated by a special law, and the term «qualified electronic stamp» defined by Regulation (EU) No.910/2014. In addition to the Decree itself, the Government accepted a document entitled Technical Specification of the Information System of Electronic Office Operations, which sets out the rules and standards for the handling of documents in electronic form. According to the new Regulation, public administration official correspondence with each other and with citizens and firms is performed primarily electronically, and documents are recorded in the information system. It should be emphasized that public administration that do not have an established information system for office operations in accordance with the provisions of the Regulation are obliged to establish it by 1 January 2023 at the latest.
