Abstract

Terrorist attacks with dual-use chemical substances as a threat to the national security of the Republic of Croatia

Terrorism presents one of the potential threats to national security. The potential use of chemical substances in terrorist attacks is becoming an increasing risk because of constant technological progress and increased availability of dual-use materials and new technologies as a result of globalization. Availability enables non-state actors (extremist and radical groups, movements, organizations and individuals) to use chemical substances maliciously with the aim of causing mass casualties. This presents a national and international challenge that should be seriously considered as part of CBRN (Chemical-Biological-Radiological-Nuclear) defense that is one of the main elements of national security policy. This paper presents challenges regarding relatively easily available dual-use chemical substances, regulations and its control, and response to possible CBRN terrorist attacks.
