Abstract

As of January 1, 2025, two collective agreements apply: one for Croatian seafarers on ships engaged
in international voyages (2025–2026) and another for seafarers who are nationals of third countries
on Croatian-flagged ships engaged in international voyages (2025–2026). They were published in the
“Official Gazette” (Narodne novine), No. 24, on February 12, 2025. The agreements were concluded
on December 17, 2024, between the Croatian Shipowners’ Association “Mare Nostrum” of Zagreb (the
Association) and the Seafarers’ Union of Croatia, headquartered in Rijeka (the Union): “The contracting
parties conclude these collective agreements in good faith to promote and maintain social dialogue
and harmonious relations between the signatory parties, based on mutual respect for interests and
rights.”
This paper outlines the specific features of the content of the aforementioned collective agreements—
covering both their normative and contractual sections, as well as the “supplements” (general
supplement and special supplement) that form an integral part of them.
These features relate to the specific regulation, implementation, and protection of seafarers’ rights
and the employment status of crew members on ships engaged in international voyages, applicable
to the employers covered by the collective agreements.
