Abstract

The EU presented the „Blue Book for Maritime Policy“ in October 2007. Herewith, the EU is expecting a new vision and action plan for an integrated maritime policy. The Blue Book opens up a historical chance for the EU maritime policy to enhance marine environmental protection. With the present Blue Book, the European Union has not sufficiently exploited this chance yet. In the light of the deterioration of the marine environment that the European Union itself deplores, there is no use of an integrated maritime policy that reduces the maritime environmental protection to mere components of a complex maritime policy. The environmental protection should find a place within the future maritime policy that on the one hand grants marine environmental protection a categorical legal status and, on the other side, attributes the marine environmental protection an outstanding and particular relevance.
