Abstract

During the last twenty-five years there has been a common trend within the higher education sector in all countries. This trend has sometimes produced profound changes and several proposals of reforms in the sector. In this sense, the proposal of this
paper is to start from the debate about the changeable nature of the higher education sector, and to explore in particular the role that ideas have played in the higher education policy-making from the eighties till the present-day in two countries which seem to be
very similar, England and New Zealand.
