Transformation of Croatian Disabled Policy: Analysis of Policy Goals

Abstract

The article is based on the idea of transformation of the policy-making mode of Croatian disabled policy, from the medical model, through the social model to the human rights model. The paper highlights 7 elements according to which these models differ, and which are structured into categories of problem-definition, goal-determination and then implementation of disabled policy. The analysis is focused on the goals of Croatian disabled policy, and is based on an interdisciplinary research project of political science, special education and social work. Empirical data were collected by document analysis, by interviewing relevant policy actors and by a survey with the members of representative bodies on all government levels. With the discourse analysis of documents, open coding of interviews and statistical analysis of data collected in the survey, the paper attempts, through the indicator of activity of persons with disability, to answer to what extent Croatian disabled policy is transformed into human rights policy.
