Realization of the Social Programme in the Republic of Croatia

Sažetak

The Government of the Republic of Croatia has issues a Stabilization Programme which received the support of the Parlament of the Republic of Croatia in October 1993. The Social Programme is a constituent part of the Stabilization Programme. The Government is putting through a comprehensive programme of economic reforms including the development of a market economy, restructuring, privatization and enhancement of free entrepreneurship, which has received support from the International Monetary Fund as well as the World Bank. Inflation has been curbed and the economy is heading towards gradual growth. In order to protect the living standard of the socially most threatened groups within the population, the Government will proceed by putting into practice and extending the Social Programme, which affects various fields of social security with special emphasis on the development component which means encouraging investment and employment. The public sector is no longer deficitary financed given to a restrictive fiscal and income policy, which also requires maximum rationalization and saving. The most important task of the social welfare is to secure the satisfaction of the basic living requirements of all persons incapable of achieving it through work, property rights, family solidarity or in any other way. Approximately 400,000 persons or 8% of the population are receiving different types of social assistance from the state or humanitarian sources. In addition to that, the state is taking care of 400,000 displaced persons and refugees while a significant number of citizens is entitled to other rights and benefits within the various social activities of the social security sphere. Although public means are insufficient to satisfy all the necessary requirements, the implementation of the Social Programme has resulted in some positive effects, also reflected in the enclosure of a higher number of socially threatened people in various forms of social welfare, and in the higher amounts of benefits received.
