Sažetak
This paper looks at how students in Mostar help the local economy and public finances, showing their important role in the city’s growth under a centralised fiscal system. Student spending makes up about 10% of Mostar’s GDP, which is a significant impact. A survey of 912 University of Mostar students estimates their yearly spending at 73.3 million BAM. This spending supports sectors like housing, food services, retail, transport, and leisure. The results show that students provide steady financial flows, which help create jobs, keep businesses running, and support the city’s economic stability. Still, even though students contribute about 10.66 million BAM in VAT each year, Mostar only gets a small share because of how public funds are distributed in the Federation of Bosnia and Herzegovina. When compared to Croatia and Slovenia, these countries have more balanced fiscal systems that give better support to university towns. The paper suggests that a fairer and more practical way to share public revenue is needed so cities with student populations can grow sustainably and get the fiscal support they need.
